Crise migratoire : entre principe moral et principe politique

Le 17 novembre 2020, un camp de migrants est évacué à Saint-Denis, après combien d’autres opérations du même type ? J’éprouve un grand désarroi devant cette question de l’immigration incessante ! Je voudrais exprimer quelques éléments qui fondent ce désarroi, vous les soumettre pour recevoir, peut-être des analyses capables de donner sens et espoir à une situation qui ne semble pas en comporter. Je m’efforce, ci-dessous, de résumer, à la mesure de mes connaissances actuelles, la problématique qui se pose à moi, à nous, face aux mouvements migratoires sud-nord qui font l’actualité, et qui nourrissent la polémique entre partisans et opposants. J’ai besoin d’y voir un peu plus clair, de trouver une cohérence alors que je me sens déchiré devant ce drame humain qui ne peut que retentir sur notre sensibilité morale, mais aussi sur notre vie politique et peut-être même sur notre « identité française » ou occidentale.
C’est à partir de mes défiances anciennes face à l’islamisme, puis à mes alarmes plus récentes face au totalitarisme terroriste islamiste – lequel ne justifiait que trop mes premières inquiétudes – que je me suis senti tout entier concerné par le domaine des interactions religieuses ou ethno-culturelles, qui se traduit concrètement par le multiculturalisme (le différentialisme, le communautarisme), les « territoires perdus de la République » – au point que le président François Hollande a pu évoquer un processus de « sécession ».
Pour des raisons autant personnelles, intimes, que politiques, je regimbe devant cette montée d’une menace islamiste en France. Sur le plan personnel, je serai bref, rien de bon ne m’attendait à ma naissance, c’est l’école qui m’a épargné l’anomie : j’ai très lentement, par l’instruction, construit une identité culturelle française ; lentement et même laborieusement, j’ai fini par comprendre et aimer l’héritage de notre histoire nationale, particulièrement la Renaissance et les Lumières mais pas seulement. Les prétentions agressives de l’islamisme sur le sol français offensaient et effaraient l’enfant puis le citoyen qui se voulait Français. J’ai rapidement perçu dans l’islamisme une menace existentielle pour moi-même, et pour notre manière collective de vivre et de penser en France.
Les raisons politiques de mes alarmes sont aisées à résumer : le théologico-politique revenait au premier plan, l’islam souhaitait la reconnaissance de ses droits (au nom de nos valeurs de liberté et de respect) et exigeait la différence des droits en faveur d’un islamisme expansionniste et haineux. La proclamation de la charia comme supérieure aux lois de la République signait à mes yeux la fin de l’idée d’intégration des « musulmans islamistes » dans notre société laïque, et indiquait nettement le risque majeur d’une dislocation du principe de citoyenneté à la française, donc de notre cohérence politique.
La gauche m’a paru particulièrement ambiguë, et à vrai dire invertébrée, dans sa considération du problème posé par l’islam politique. Je me suis heureusement reconnu dans diverses personnalités, parmi lesquelles Catherine Kintler, Jean-Pierre Chevènement, et d’autres comme Natacha Polony, Céline Pina, Fatiha Boudjalat, Laurent Bouvet, Régis Debray, Alain Finkielkraut, Elisabeth Badinter… Les attentats successifs en France m’ont vivement meurtri au plan personnel, politique, tout en impliquant ma sollicitude et ma solidarité avec les victimes et leurs familles !
L’affreuse guerre en Syrie, les turbulences chaotiques du Moyen-Orient (avec hélas les errements des Occidentaux ), et la misère africaine ont précipité une migration souvent dite « massive », d’ailleurs multiple dans ses trajets, dans ses origines géographiques, et dans ses destinations européennes. Le passage de la Méditerranée a présenté un obstacle majeur avec des périls tels que des milliers de morts s’accumulent au fond des eaux – situation intolérable et choquante, bien sûr. Les réactions émotionnelles se sont élevéesà côtéde réactions morales et politiques très contrastées. Pour les uns il faut accueillir tous les migrants, abolir l’artifice des frontières au nom de la solidarité humaine spontanée ; pour les autres, au contraire, il faut juger au cas par cas qui relève précisément du droit d’asile ; pour d’autres encore, ces migrations peuvent cacher des islamistes décidés à prendre pied en France pour y perpétrer de nouveaux forfaits, donc la prudence et la réserve sont de mise…
Je me trouve donc au cœur d’un dilemme : d’un côté, suivre l’impulsion solidaire au nom d’un impératif moral universel, et sauver les migrants en Méditerranée, puis les recevoir dignement sur notre sol, leur offrir notre hospitalité (santé, hébergement, travail, papiers, nationalité) ; de l’autre, appliquer un principe de sécurité, ne pas nier les nombreuses difficultés liées à l’accueil d’un nombre important de migrants venus de cultures très différentes de la nôtre. Impératif moral contre impératif politique…
L’impératif moral n’a pas besoin d’être longuement développé : tout être humain en détresse mérite qu’on lui porte secours, nous le souhaiterions pour nous-mêmes ! Certes le secours à un individu ou à un petit groupe reste aisé, alors qu’il devient fort malaisé de secourir un nombre élevé de réfugiés…
L’impératif de politique intérieure, qui exige une certaine réserve, se décline en plusieurs points.
– Il m’apparaît que l’accueil d’un nombre croissant de migrants-réfugiés devrait se faire avec l’accord bien informé de la population française, avec l’exposé sans ruse des principes de l’action. Il semble que ce ne soit pas le cas, et qu’il y ait là un déficit de démocratie.
– La nation française (expression archaïque, désuète, rance, réactionnaire, fasciste ?) est déjà fortement fracturée en un « archipel » soumis à des tempêtes internes peu pacifiques. Assurer la cohérence du pays n’est pas une vétille : trop d’immigration ne peut que générer une augmentation des tensions et des violences.
– Or l’islam et l’islamisme sont facteurs de violences et de dislocation de la maison France. On remarquera que c’est l’islamisme qui préempte très abusivement la représentation de tous les musulmans (qui ne sont heureusement pas tous islamistes …)
– Hélas, les décennies passées depuis 1962, date qui marque la fin de la guerre d’Algérie, ont laissé se développer progressivement une France de plus en plus libérale creusant les inégalités, avec un impact majoré sur les Français issus de l’immigration…
Eléments de politique internationale :
– Le « Pacte du Quincy » en 1945, puis la crise du pétrole de 1973 ont donné lieu à une sorte de compromis entre les pays du Golfe et l’Occident, avec des exigences islamistes peu favorables à l’Europe.
– Viendront ensuite les organisations islamistes au plan international : OCI, ISESCO, la LIM, qui ne cesseront de soutenir l’expression et l’expansion de l’islam wahabite en Occident – et même le terrorisme. On notera avec intérêt que ces organisations ont produit une déclaration des droits de l’homme charia-compatible.
Alors « que faire ? », que penser ? Faut-il « accueillir toute la misère du monde » sans réticence ni limite ? Les migrants peuvent-ils arriver en France sans conditions, forts de leur faiblesse ?
Comment lutter contre les menaces que je crois très réelles ? Comment faire France en s’ouvrant à l’autre et en ouvrant autrui à ce que nous sommes ? Rêvons un peu :
– Réaffirmer très nettement aux arrivants ce que sont les valeurs de la République française : universalisme, laïcité, liberté absolue de conscience, égalité homme-femme ; socle non-négociable… (Serait-il déjà trop tard ?…)
– Défendre les principes de justice sociale, de solidarité, de dignité économique pour tous.
– Refonder l’école comme lieu de l’esprit libre et critique.
– Affirmer sans nuances que la citoyenneté suppose une égalité des hommes et des femmes.
– Expulser les radicaux et leur proposer fermement la hijra vers les terres bénies de l’islam.
– Œuvrer pour une coopération Nord-Sud enfin digne de ce nom, pour le bénéfice des peuples et non celui de leur classe supérieure, souvent mafieuse, occidentalisée et néolibérale…
Hélas, les obstacles sont nombreux, et font craindre que l’immigration se poursuive et affaiblisse l’unité nationale. Ne rêvons plus :
– Nombreux sont les élus nationaux incapables d’affronter le réel, radicalement dépourvus de tout projet culturel et civilisationnel pour la France, et qui sont peut-être liés par des accords pétroliers plus ou moins inaccessibles au citoyen de base. Nombreux aussi sont ceux qui jouent la carte du clientélisme et du communautarisme pour se faire (ré)élire.
– La gauche s’égare dans le communautarisme, et cela contre le souhait de la majorité des Français.
– La démographie prépare un déséquilibre Sud-Nord, telles que les migrations du sud seront puissantes alors que la vieille Europe vieillit toujours davantage et se dépeuple (voir rapport de l’ONU sur la question des populations de remplacement, réflexions théoriques datant de 2000).
– L’aide internationale au développement des pays pauvres risque fort de ne jamais servir l’intérêt général pour des raisons politiques (corruption), mais aussi et surtout écologiques : certaines zones d’Afrique pourraient bientôt simplement ne plus assurer la vie et la survie de la population !
– Les bouleversements climatiques et écologiques, seront et sont déjà planétaires, ils vont se renforcer dramatiquement, ce qui amplifiera puissamment les mouvements migratoires. Il me semble que la collapsologie nous impose une refonte de notre présence au monde…
Et alors, à quoi tout cela mène-t-il ?
Si la relative décadence européenne – morale, politique, économique, démographique – ne trouve pas d’issue politique par le haut, c’est-à-dire selon moi par une défense de nos valeurs ; si les pressions migratoires Sud-Nord sont inéluctables et ne pourront que croître et grandir, que nous reste-t-il ? Faire le pari de la morale, ouvrir, accueillir, au risque de perdre peu à peu de notre substance, de notre identité, de notre idiosyncrasie collective ? Et espérer que la qualité de notre accueil suscitera respect et gratitude pour le meilleur de notre Occident ? Appliquer au mieux nos propres valeurs en les partageant largement, en les rendant désirables, en les essaimant parmi les nouveaux arrivants ?… Peut-être…
Mais je ne me résous pas au risque de notre dissolution collective, de notre être Français, de nos us et coutumes (sentiment d’une identité collective préférable à toute autre que Lévi-Strauss considérait comme légitime). Mes craintes se fondent surle jeu de plusieurs forces qui tantôt s’affrontent tantôt collaborent :
– Je crois que le libéralisme économique trouve son intérêt dans la destruction des structures nationales afin de « libérer » la circulation des biens et des personnes. Ancien président de Goldman Sachs, John Sutherland, à l’ONU, suggère aux états européens de renoncer à l’homogénéité des populations nationales afin de dynamiser leurs économies…
– J’ai l’intuition que les sentiments hostiles à l’Europe et à l’Occident dominent dans les esprits et les cœurs des migrants.
– Je crois que bien des idéologues de gauche entretiennent et attisent de façon mortifère ces ressentiments contre l’idée de nation française, au mépris du réel (les nations ne sont pas des vieilleries à jeter dans les poubelles de l’histoire).
– Je pense que l’islamisme est animé par un esprit vindicatif, impérialiste, un désir de conquête : n’appartiennent-ils pas à la « meilleure communauté des hommes », ne sont-ils pas les soldats d’Allah, pour faire régner sa loi sur toute la terre ?…
– Par conséquent, les migrants pourraient ne pas se rallier à nos valeurs. Alors, qu’arrivera-t-il ? Nous aurons accueilli l’autre au risque de nous perdre…
Ultime point crucial, j’y reviens encore : les troubles climatiques, l’effondrement du vivant actuellement en cours, toutes les graves perturbations écologiques vont nous contraindre à repenser la totalité de notre rapport au monde et aux autres. Il faudra repenser la question des migrants, la question des frontières, accéder à une conscience planétaire par-delà les identités nationales…
Alors, le combat pour la laïcité à la française, pour nos valeurs républicaines, pour l’universalisme des droits humains serait-il ringard ?

Cet article ne fait pas de distinction entre l’immigration constituée jusqu’à la fin des années cinquante essentiellement d’européens, et les nouveaux flux issus d’Asie et d’Afrique à partir des années 70. L’islamise est en affinité avec l’éthique capitaliste (propriété privée, rejet de l’Etat-nation au profit de la grande Oummasans frontière, et défense du marché).
